China's wind energy reserves are large and widely distributed, with great potential for development and utilization. Compared with the current five major wind power countries, China's wind power resources are close to those of the United States, far higher than those of India, Germany and Spain, which are rich in wind energy resources. “During the Eleventh Five Year Plan” period, China's grid connected wind power has developed rapidly. Since 2005, the total installed capacity of wind power in China has doubled for five consecutive years. On January 1, 2006, the renewable energy law was officially promulgated and implemented. Since then, the state has successively issued a series of supporting policies and regulations to provide legal protection for the grid access, power purchase, price sharing and settlement of wind power industry. In particular, the notice on improving the electricity price policy of wind power generation network issued in 2009 stipulates that the benchmark electricity price shall be implemented in accordance with the four wind energy resource areas, which eliminates the uncertainty of bidding price and approval price, and enhances the confidence of power generation enterprises in investing in wind power. By the end of 2010, China's annual installed capacity of wind power has reached 16 million kilowatts, and the cumulative installed capacity has reached 41.827 million kilowatts (the target of 30 million kilowatts of wind power installed by 2020 in the medium and long term renewable energy plan will also be realized ahead of schedule in 2010).

China has listed wind power as a strategic emerging industry, and plans to have an installed capacity of 90 million kilowatts in 2015. At present, the relevant departments of the state are taking measures to solve the development bottleneck of wind power access to the power grid. During the 12th Five Year Plan period, the state will strengthen the development of offshore wind power, plan to start the second round of Jiangsu 1 million KW offshore franchise bidding in 2011, and promote the development of offshore wind power in Hebei, Shandong, Zhejiang, Fujian and other provinces, which will bring new growth points to the wind power industry.
